GST PMT-09 and its effective date? Resolved !

Dear Members,

Please refer to our previous article titled as - Form GST PMT-09 enabled on GST portal but corresponding rule 87(13) is still not effective?, in which we informed that FORM GST PMT-09 has been enabled on GST Portal but surprisingly its corresponding rule i.e. Rule 87(13) has not been effected.

It seems that CBIC has realised its mistake and notified the effective date of Rule 87(13) with retrospective effect from 21st April 2020 vide Notification No. 37/2020 - Central Tax dated 28.04.2020.

This is to also share with you that on our above article, we received response from various members doubting our interpretation on effective date and submitting that the effective date of GST PMT-09 has already been notified by CBIC vide Notification No. 71/2019 - Central Tax. However we replied that Notification No. 71/2019 notifies effective date for Rule 46 and not for Rule 87(13) as below. Few of them agreed to that but not all. 

But after the above notification, it is now clear that rule 87(13) effective date was skipped to be notified by CBIC earlier.
