Specified actionable claim;
Explanation: “specified actionable claim” as defined in section 2(102A) of the CGST Act, 2017 means the actionable claim involved in or by way of—
(i) betting;
(ii) casinos;
(iii) gambling;
(iv) horse racing;
(v) lottery; or
(vi) online money gaming;
(ii) Transport of goods in a vessel.

(ba) way of supply of online educational journals or periodicals to an educational institution other than an institution providing services by way of-
(i) pre-school education and education up to higher secondary school or equivalent; or
(ii) education as a part of an approved vocational education course;
(c) a person located in a non-taxable territory:
Provided that the exemption shall not apply to online information and database access or retrieval services received by persons specified in item (a) or item (b).
