ORDER Heard Mr. Vijay Shankar Mishra, learned counsel for the petitioner. Also heard Mr. Gagan Tiwari, learned Deputy Government Advocate, appearing for respondents/State and Mr. Pankaj Agrawal, learned counsel, appearing for respondents No. 3 and 4. 2.
