ORDER HON'BLE PIYUSH AGRAWAL, J. 1. Heard Mr. Praveen Kumar, learned counsel for the petitioner and Mr. Ravi Shanker Pandey, learned Additional Chief Standing Counsel for the State-respondents. 2.
