ORDER

ORDER The petitioner is aggrieved with the condition of Request for proposal (RFP) issued by the respondents for establishing, operating and maintaining Lok Seva Kendra at Kanadia. Counsel for the petitioner submits that earlier in RFP, registration of GST was not compulsory. In RFP isued for this year, initially it was not made compulsory but by corrigendum, the same has been made compulsory and the same must be of earlier date than the publication of RFP. Consel for the petitioner submits that total turn over of the petitioner firm is less than Rs. 20 Lacs and therefore, the as per section 22 of the GST Act, 2017, the registration is not compulsory. Every supplier is liable to be registered under section 22 when his aggregate turn over exceeds Rs. 20 lacs. The last date of submission of the form is today i.e. 7.7.2023.
