ORDER

P.C. : 1 After the petition was heard for sometime, counsel on instructions sought leave to withdraw the petition with liberty to file an appeal. Counsel also stated that since petition has been pending before this court, the time to file the appeal would have expired. 2 Therefore, keeping open all rights and contentions of the parties petition is dismissed as withdrawn with liberty to file the appeal. If the appeal is filed within four weeks from today, it will be taken to have been filed within limitation. 3 The Appellate Authority shall dispose the appeal in accordance with law after giving a personal hearing to petitioner, notice whereof shall be communicated atleast five working days in advance. The order to be passed shall be a reasoned order dealing with all submissions of petitioner. ....
