The petitioners are Contractors Welfare Association, who came before this Court by filing a batch of writ petitions for issuance of Writ of Mandamus for a direction upon the Secretary to Government, Highways and Minor ports Department Secretariat, Chennai to consider their representations dated 05. 07. 2017, 10. 07. 2017, 11. 07. 2017 28. 08. 2017 and 11. 09. 2017 by making the payment of 12% GST in addition to the value of the work done for all the contracts. 2. The Court noted that the appropriate authority, who has to answer the claim of the petitioner/Association was the Commissioner of Commercial Taxes, but, he was not impleaded as a respondent.
